Can a ‘bad’ picture ever be ‘great’? – How important is the context in photography?

In 1967, the American artist John Baldessari exhibited his ‘Wrong’ series.  He only took “bad” photos; making the picture blurry and unidentifying the subject. Since then, there has been negative recognition of “bad” pictures. However, I feel like sometimes even ‘bad’ pictures can be unique and ‘good’ because not all “perfect” pictures are considered positively or outstanding to others. But I strongly believe that context is somewhat important in photography because it gives reasons to care, creates tone, and helps the readers to understand the purpose of the photo easily.
